FDA Authorizes Booster Shot of COVID-19 Vaccine for People With Weakened Immune Systems

WASHINGTON (AP) — U.S. regulators say transplant recipients and others with severely weakened immune systems can get an extra dose of the Pfizer or Moderna COVID-19 vaccines to better protect them as the delta variant continues to surge.

The late-night announcement Thursday by the Food and Drug Administration applies to several million Americans who are especially vulnerable because of organ transplants, certain cancers or other disorders. Several other countries, including France and Israel, have similar recommendations.

It’s harder for vaccines to rev up an immune system suppressed by certain medications and diseases, so those patients don’t always get the same protection as otherwise healthy people — and small studies suggest for at least some, an extra dose may be the solution.

“Today’s action allows doctors to boost immunity in certain immunocompromised individuals who need extra protection from COVID-19,” Dr. Janet Woodcock, the FDA’s acting commissioner, said in a statement.

The FDA determined that transplant recipients and others with a similar level of compromised immunity can receive a third dose of the vaccines from Pfizer and Moderna at least 28 days after getting their second shot. The FDA made no mention of immune-compromised patients who received the single-dose Johnson & Johnson vaccine.

The announcement comes as the extra-contagious delta version of the coronavirus surges through much of the country, pushing new cases, hospitalizations and deaths to heights not seen since last winter.

Importantly, the FDA’s decision only applies to this high-risk group, estimated to be no more than 3% of U.S. adults. It’s not an opening for booster doses for the general population.

Instead, health authorities consider the extra dose part of the initial prescription for the immune-compromised. For example, France since April has encouraged that such patients get a third dose four weeks after their regular second shot. Israel and Germany also recently began recommending a third dose of two-dose vaccines.

Separately, U.S. health officials are continuing to closely monitor if and when average people’s immunity wanes enough to require boosters for everyone — but for now, the vaccines continue to offer robust protection for the general population.

The Centers for Disease Control and Prevention is expected to formally recommend the extra shots for certain immune-compromised groups after a meeting Friday of its outside advisers.

Transplant recipients and others with suppressed immune systems know they’re at more risk than the average American and some have been seeking out extra doses on their own, even if it means lying about their vaccination status. The change means now the high-risk groups can more easily get another shot — but experts caution it’s not yet clear exactly who should.

“This is all going to be very personalized,” cautioned Dr. Dorry Segev, a transplant surgeon at Johns Hopkins University who is running a major National Institutes of Health study of extra shots for organ recipients. For some people, a third dose “increases their immune response. Yet for some people it does not seem to. We don’t quite know who’s who yet.”

One recent study of more than 650 transplant recipients found just over half harbored virus-fighting antibodies after two doses of the Pfizer or Moderna vaccines — although generally less than in otherwise healthy vaccinated people. Another study of people with rheumatoid arthritis and similar autoimmune diseases found only those who use particular medications have very poor vaccine responses.

There’s little data on how well a third dose works, and if it causes any safety problems such as an increased risk of organ rejection. Wednesday, Canadian researchers reported that transplant recipients were more likely to have high levels of antibodies if they got a third dose than those given a dummy shot for comparison. Other small studies have similarly found that some transplant recipients respond to a third dose while others still lack enough protection.

As Her Sport Makes Its Olympic Debut, American Climber Kyra Condie Is on a Mission to Do More Than Win

When Kyra Condie was in middle school, boys said a six-pack on a girl was “gross.” They said she was ugly. They taunted Condie, a vegetarian who graduated from the University of Minnesota with a degree in animal science—she still might go to vet school—about her diet. One day, she says, a group of boys chased her from the school bus waving cold cuts. She scrambled up a tree to avoid them.

Over spaghetti pomodoro at a restaurant in Salt Lake City, where Condie lives and trains, she chuckles while recalling the incident. She indeed enjoys the last laugh. Condie, 24, will represent the U.S. at the Tokyo Olympics this summer, as sport climbing makes its debut at the Games. And she’s using her elite status and social media platform to reach for more than a medal. “I would like to do more,” she says, “than just be an athlete.”

Growing up near St. Paul, Minn., Condie was a climber practically at birth. Her parents put her in a toddler bed early, since she’d always try to scale the crib. Her mother Cathy shares a picture of her daughter perched on a refrigerator she’d ascended; she was 4. At 10, she attended a birthday party at a local climbing gym and was hooked. But not long after joining a youth team, Condie began suffering sharp back pain. She was diagnosed with severe idiopathic scoliosis; her spine had a 70-degree curve, requiring surgery. One doctor said she might not climb again. Medical staff tried consoling her by telling her that one day she’d have a family and climbing wouldn’t seem so important. “I doubt they would say that to a young male swimmer,” Condie says.

She got another opinion—and recovered from painful surgery to reach the Olympics and become a board member of USA Climbing. On the climbing wall, Condie at times must rely more on strength than mobility, given some restrictions in her movement from scoliosis. And as a leader in her sport, she’s pushing for diversity and inclusion. “It’s definitely super white,” Condie says. One seemingly easy fix she proposes: ditching the number of racist, sexist and homophobic rock climbing route names that still persist. Traditionally, “first ascenders” of a given rock-climbing route earn the right to name it. This practice has yielded far too many ugly results. “It just makes the entry into climbing harder if you’re sitting there being uncomfortable, not even being able to say the name of a route,” says Condie.

A breakout Olympic performance will help Condie spread her message. To that end, she spent a mid-May morning at the USA Climbing Training Center in Salt Lake City, doing one-handed pull-ups with her fingers. She meticulously charts her progress in a notebook—Yay! Climbing! it says on the cover. “It is really frustrating when people say that athletes should stick to sports and stay out of politics and things like that,” she says. “I don’t want to look back in 20 years and be like, ‘oh, I should have done more.’”

India's COVID-19 Crisis Is Spiraling Out of Control. It Didn't Have to Be This Way

Dusk is falling in the Indian capital, and the acrid smell of burning bodies fills the air. It’s the evening of April 26, and at a tiny crematorium in a Delhi suburb, seven funeral pyres are still burning. “I have lived here all my life and pass through this area twice a day,” says local resident Gaurav Singh. “I have never seen so many bodies burning together.”

Scenes of mass death are now unavoidable in what’s often called the world’s largest democracy. Social media is filled with images of body bags and urgent requests for medical aid. Indians gasping for breath are being turned away from overwhelmed hospitals, sometimes simply because they don’t have lab reports confirming COVID-19 infection. Health workers plead for basic supplies. “We feel so angry,” says Kanchan Pandey, a community health worker in Azamgarh, Uttar Pradesh. “At least give us some masks and gloves. Is there no value to our lives?”

Such devastation would have been hard to imagine just a few months ago. Children were back in school, politicians were on the campaign trail, and people were dancing at weddings. “Soon the winter of our discontent will be made glorious summer,” India’s usually staid central bank said in a Jan. 21 bulletin. The next day, Prime Minister Narendra Modi heralded the spirit of atmanirbhar Bharat (self-reliant India) that had helped India secure victories in two major battles: on the cricket field against Australia and in the pandemic.

“A positive mindset always leads to positive results,” he declared. That ebullience did not fade even as epidemiologists noted that cases were starting to rise in a few key states. On Feb. 21, Modi’s ruling Bharatiya Janata Party passed a resolution unequivocally hailing the “visionary leadership of Prime Minister Modi” in turning India into a “victorious nation in the fight against COVID.”

Two months later, India’s crisis has blown well past the scale of anything seen elsewhere during the pandemic. For six of the seven days beginning April 21, India set new global records for daily COVID-19 infections, repeatedly surpassing the 300,000 tally previously set by the U.S. Its total confirmed cases—more than 18 million—are second only to that of the U.S. By official counts, more than 200,000 have now died, and some 3,000 are dying per day. The true daily death toll is at least two times higher, says Bhramar Mukherjee, an epidemiologist at the University of Michigan, from a caseload likely at least 10 times higher, based on modeling of data from the first wave.

India’s health system is on the brink of collapse. Hospitals across the country are running out of oxygen supplies, ventilators and beds. Indians are rushing to buy drugs like remdesivir, causing prices to surge, while labs struggle to process growing backlogs of COVID-19 tests. Its humanitarian crisis will not just be devastating for the country’s nearly 1.4 billion citizens. In the words of the director general of the World Health Organization, the pandemic is a global inferno: “If you hose only one part of it, the rest will keep burning.” In India, where crematoriums have been burning so long that their metal structures have started to melt, the hose isn’t even turned on yet.

When the pandemic swept the world last year, India braced itself. Modi announced a sudden national lockdown in March, sparking an exodus of migrant workers, hundreds of whom died en route from cities to their hometowns. India’s economy was one of the hardest-hit in the pandemic, and lockdown was eased in June to allow businesses to reopen.

Cases peaked around 93,000 per day in September—less than a third of the daily tallies India is reporting this April—and then the curve began to flatten. A narrative emerged that India may have quietly achieved herd immunity, thanks to its comparatively young population—the median age is 27, and just 6.4% of Indians are over 65—and the fact that 66% of its population live in rural areas, spending most of their time outdoors. That optimistic account has since been complicated by two facts: cases are now hitting the young, and also surging in poor, rural states like Bihar and Uttar Pradesh.

The Irreplaceable Grace Of an Ordinary Morning

🌞Well hello! I’m so glad you’re here. This week we’ve got a meditation on invisible grief, tips on choosing a mental health app, a no-stress writing workshop suggestion, and stories of community giving.

OUR INVISIBLE UNIVERSE OF GRIEF

 

 

Early in the morning at the unruly park by my house, it feels like the before-times. Big dogs gallop by, chasing each other at full speed, nothing between them and the rise of the next icy hill. We, the lumpy, masked, bundled-up humans, look on with envy.

My little round dog trots back to me with the ball some 20 or 30 times. He’s equally and outrageously delighted with every successful retrieval. This is the irreplaceable grace of an ordinary morning.

When we get home, Dog will snuffle and snore at my feet, and I’ll turn on the news, even though I know what’s waiting. It will be another normal day where abnormal, incomprehensibly huge numbers of COVID deaths and hospitalizations update on the screen like grief’s scorecard.

With the new year comes the arrival of vaccines and our growing desperation to move forward, to do something, anything, to escape this endless discomfort and fear. We’re aching to go back to whatever normal was, to leave those awful numbers behind.

But history begs us to pause, to give those lost lives and livelihoods their due, and to understand what’s happened and why. Without that acknowledgment, we lose the gratitude—and lessons—that we need to really move on, to renew, to do better next time. As Elie Wiesel put it:

And science has shown that even if we don’t formally process or collectively memorialize these losses, memories and trauma can live on in our DNA.

And yet, how are our brains supposed to understand the scale of what’s happened in the past year? What does 349,000 or 400,000—or maybe eventually 500,000—deaths mean to us, as a country or as people? We’ve grown numb to the magnitude of the catastrophe. This is what happens in any war, especially one that drags on for years and has no one date or city as a reference.

This tragedy has unfurled slowly, invisibly, behind hospital doors where visitors aren’t allowed, and without traditional witnesses, other than medical workers who carry so much of our national sorrow in their bones.

After the attacks of September 11, 2001, a person couldn’t walk a block in New York City without seeing the faces of the dead. There were photos posted everywhere, with flowers and candles, in tribute to the nearly 3,000 women, men, children, firefighters, chefs, traders, mothers, fathers, cleaners and dreamers lost. The whole country felt the absence of the people who had died in New York City; Shanksville, Pennsylvania; and Washington, D.C.

That ubiquitous, spontaneous grief was the first glimmer of the 9/11 Memorial & Museum. And every year since 2001, television networks have broadcast a reading of the names of everyone who died. It takes three hours to read them all.

Now we have a daily 9/11-size death toll, but the flags are not lowered. And think about this: if we were to read aloud the names of the more than 350,000 souls already lost to COVID, it would take about 400 hours. And if we were to create a memorial quilt for the pandemic at a similar scale to the 1.2 million-sq-ft AIDS Memorial Quilt, which has more than 94,000 names, it would occupy nearly 5 million square feet.

I can imagine what that COVID quilt would look like from the air—a limitless blanket covering a wounded land. The AIDS quilt weighs about 50 tons. You couldn’t lay it all out at once if you wanted to. But you can look through the panels digitally one by one, and see these singular stories of another deadly virus and another time stitched together by a community in mourning.

You can also search for someone by name to find their panel, their piece in that mosaic of love—like the father of my dear friend Libba: Hal W. Bray, who died in 1995, just a few heartbreaking months before AIDS treatment drugs became available. We found his name stitched under a quilted rainbow with an array of nouns: pastor and singer, father and mentor, organist and Texan. Hal Bray bequeathed a whole constellation of talents and charm to his daughter, in whose work he still lives.

 

 

 

We’re still in the midst of this epic struggle to prevent more COVID cases and to administer a vaccine faster than a mutating virus can spread. And we don’t know how large a quilt we’ll need. But speaking the names of those lost can remind us why we still have to sacrifice and fight to save every life we can—even now, when we are weary, and when the numbers have lost their meaning. And it is one way to recognize the individual stars in an infinite universe of grief. As Carl Sagan wrote:

400 Years After the ‘First Thanksgiving,’ the Tribe That Fed the Pilgrims Continues to Fight for Its Land Amid Another Epidemic

When Paula Peters was in second grade in Philadelphia in the mid-1960s, listening to a teacher talk about Plymouth colony and the Mayflower, a student asked what happened to the Native Americans who helped the Pilgrims settle, the Wampanoag. The teacher said they were all dead.

“When she mentioned we’re all dead, that was devastating,” Peters, 61, recalled to TIME. “I raised my hand, and I said no that’s not true, I’m a Wampanoag, and I’m still here. I didn’t know enough then as a second grader that I could challenge her, but I think that I’ve challenged that second-grade teacher ever since. Part of my everyday being is telling people that we’re still here.”

Since then, Peters, a Mashpee Wampanoag tribe member, has promoted education about the real history behind the Thanksgiving holiday. She and her son have helped to incorporate the Wampanoag perspective into events around the 400th anniversary of the Pilgrims’ landing in Cape Cod this month. Five weeks after docking the Mayflower in 1620, the Pilgrims sailed away to find land better-suited to grow the crops they wanted, and ended up in Patuxet, the Wampanoag name for the area where they established Plymouth Colony. That contact with Europeans “brought plague and disease and pretty much almost wiped us out, so it’s not as much a cause for celebration,” says Kitty Hendricks-Miller, 62, Indian Education Coordinator at the Mashpee Wampanoag tribe. For many Wampanoag, Thanksgiving has always been considered a day of mourning because of that epidemic and the centuries of American Indian removal policies that followed.

Many Wampanoag hoped that the 400th anniversary of the Mayflower landing would be a galvanizing event to remind people that the Wampanoag still exist, but many of the commemorative events have been cancelled, postponed or moved online due to the COVID-19 pandemic. The Wampanoag to whom TIME talked all expressed a feeling of “eerie” déjà vu, marveling at how much hasn’t changed in 400 years in some respects. The tribe is in the midst of a fight for survival on two fronts: fighting to survive during a global pandemic and fighting to maintain control of their land.

Four hundred years ago, the Wampanoag were reeling from an epidemic that nearly wiped out the village of Patuxet. In 1616, before the Pilgrims’ arrival, a still-mysterious disease caused an epidemic that decimated an estimated 75% to 90% of the 69 villages that made up the Wampanoag Nation back then. Without modern knowledge of how diseases spread, Wampanoags attributed it to the supernatural spirits and gunpowder.

“The epidemic that decimated Wampanoag people just before arrival of Mayflower swept away a majority of their population,” says David J. Silverman, historian and author of This Land is Their Land: The Wampanoag Indians, Plymouth Colony, and the Troubled History of Thanksgiving. Initially, “a lot of native people associated firearms with epidemic disease because what they know is when Europeans show up, and fire their guns, shortly thereafter, people start dying of epidemic disease.”

Such disease outbreaks would be common in Wampanoag areas for the next 30 years or so. The Europeans viewed the decimation of the native population as akin to “God is sweeping away the pagans,” Silverman says.

“This is part of what created the vulnerability that allowed Mayflower passengers to have a place to be in Massachusetts,” says Hartman Deetz, 45, a Mashpee Wampanoag artist, educator and activist. In the early 17th century, some estimates say there were more than 40,000 Wampanoag people in New England. Now there are estimated to be 4,000-5,000. Today they make up two federally recognized tribes, Mashpee and Aquinnah—the two largest communities of Wampanoag—as well as several other tribes recognized by Massachusetts.

“It’s somewhat ironic that on the 400th anniversary of acknowledging this point in history, we are forced to stay home and stay separate and feel that fear and uncertainty and some of the things that my ancestors were dealing with in a much more severe fashion,” adds Aquinnah Wampanoag Councilman Jonathan James-Perry, 44, who is featured in an online exhibit Listening to Wampanoag Voices: Beyond 1620 hosted by the Peabody Museum of Archaeology and Ethnology at Harvard University.

The stories of disease ravaging the Wampanoag population, which so closely mirror that of the modern pandemic, are just one of many aspects that get left out of America’s Thanksgiving history.

In fact, all we know about the meal known as “the First Thanksgiving” in 1621 comes from a couple of paragraphs written respectively by prominent figures in Plymouth Colony, Edward Winslow and Governor William Bradford, suggesting to experts that it wasn’t a big deal at the time. Much of the meal’s meaning was added in the 19th century, when the nation was divided over slavery and the Civil War, as an opportunity to encourage Americans to come together under a federal holiday. A lot of the significance behind the meal has been created over the years, spawning many myths and misconceptions that Wampanoags and Native Americans in general have been debunking ever since.

“Being a Wampanoag person in this time of year, it’s always striking that we tell this story of the Pilgrims and the Indians, and yet the Wampanoag people are often times left out of this telling of this story. We are not given the decency of even having the name of us as a people mentioned,” says Deetz.

Linda Coombs, 71, an Aquinnah Wampanoag museum educator who also participated in Listening to Wampanoag Voices: Beyond 1620 and briefs teachers on Native American perspectives of U.S. history, believes the violence after that mythical Thanksgiving meal has to be faced head on. “When the colonists came over in the 17th century, they had to get rid of us in one form or fashion or another whether it as converting us, moving us, annihilating us, or shipping us out of the country into slavery, and I just wish people knew that because this history is not yet well known, but that’s what it took for America to be what it is today and for people to sit down to have their Thanksgiving dinner.”

In late March, at the height of the coronavirus pandemic, the U.S. Department of the Interior announced that there was not a basis for the tribe’s 321 acres of tribal land in Mashpee and Taunton, Mass., to have reservation status because the tribe supposedly didn’t meet the definition of Indian. In June, a federal judge called Interior Department’s decision “arbitrary, capricious, an abuse of discretion and contrary to law,” and said the agency would have to re-analyze the question of whether the tribe is entitled to reservation land, while correcting all the errors that led to its original decision. But the matter is not resolved, and while the tribe awaits Interior’s new decision, it is hoping for permanent protection through an act of Congress. It also has an ally in President-elect Joe Biden, whose tribal nations platform indicates he’s on the side of the Mashpee Wampanoag tribe—and Biden is reportedly vetting a Native American to be Interior Dept. secretary, which could help as well.

The Mashpee tribe has also had its own challenges internally, as its chairman was arrested on Nov. 13 and charged with accepting bribes in connection with plans to build a casino.

“We are once again 400 years later, in the midst of a pandemic and in the midst of a land grab and argument over jurisdiction and the ability of colonial law to recognize the rights of the people being colonized,” says Deetz.

The Wampanoag also have a family meal on the federal holiday, but it’s one of several Thanksgivings they celebrate throughout the year, to honor different harvests. Peters usually holds a “prayer fire” in her yard, gathering around a fire pit, offering tobacco (putting it in the fire) where prayers are said to remember ancestors and express gratitude generally. This year, because of COVID-19, her family’s gathering will be smaller than usual.

The 51st annual National Day of Mourning will still take place at Plymouth Rock. It usually draws more than 1,000 attendees on Thanksgiving Day, but this year organizers are encouraging people who don’t live nearby to watch the livestream to reduce the risk of spreading COVID-19. The COVID-19 pandemic has only compounded the feeling of loss as participants remember fellow Native Americans who have died of the coronavirus, especially in the Navajo Nation.

Mahtowin Munro, 61, Lakota co-leader of United American Indians of New England, will begin fasting sundown the day before. She hopes that, just as the Black Lives Matter movement raised awareness of white supremacy, racism and attention to Black perspectives, the event is a reminder to listen to indigenous people. “When we’re there together, there is a really profound sense of solidarity and hope for the future that all of us being together and listening to one another that that can lead to a better future to everyone.”

These events are opportunities to talk about the ways people are “thriving,” not just surviving. Hendricks-Miller doesn’t like to use the word survival as much. “We’re still here,” she prefers to say, “considering all that we’ve been through. It’s kind of like a resounding mantra, we’re still here.”

Donald Trump Is Starting to Catch On That He Lost — Maybe

The most curious headspace in Washington right now belongs to President Donald Trump. As a nation, we are watching a President process the stages of grief in real-time. As with many things Trump, that hasn’t necessarily been linear: the last several days, he’s seemed to swing between denial, anger, and back to denial again — with a fleeting moment or two of acceptance thrown in the mix.

Trump lost his re-election bid in voting that ended a little more than two weeks ago, on Nov. 3. He has brief flashes — and at least one tweet — of recognizing that former Vice President Joe Biden is coming back to the White House on Jan. 20. But more often, Trump seems defiant in the face of all the available evidence, and gentle nudging from fellow Republicans, that Biden has defeated him.

Trump has largely kept a low profile since newsrooms in near unison said on Nov. 7 that all of the numbers they had seen showed Biden the clear victor. Aside from his usual late-night tweets and some bizarre press stunts from supporters, Trump didn’t speak again until late Friday, when he ostensibly was updating the country on the coronavirus pandemic but accidentally betrayed his own doubts. During the briefing, Trump seemed to slip, saying “whatever happens in the future, who knows which administration it will be? I guess time will tell.”

A day later, he rerouted his motorcade en route to his golf course in northern Virginia to drive through a pro-Trump rally, full of supporters who insist Trump will remain in power for another four years. The signal from the White House to Trump’s fans was as clear as it was during Trump’s first debate with Biden: stand by for what comes next.

 

 

Yet a day after that, Trump seemed to acknowledge his loss in a tweet that drove newsrooms into overdrive. “He won because the Election was Rigged,” Trump tweeted. Was that what passes for a concession in 2020? Apparently not, we soon read, as his timeline continued to push false theories of voter fraud, manipulation and fabrication. By evening, he was once again promising he had bombshell evidence of electoral fraud that he would soon produce. As with so much of Trump’s bluster, it’s always a stay-tuned message that never has its loop closed.

Republicans in Washington and beyond are ready for this to be over. GOP support has started to fray in recent weeks for Trump, an unconventional politician who forged an unusual coalition for his adoptive party. Many politicians facing re-election down the road were wise to remember just how deeply Trump holds grudges and can marshal his supporters to exact revenge. Still, there is growing weariness with the whole drama of the Trump era. Privately, they’re ready to turn the page.

 
 
 

“I expect Joe Biden to be the next President of the United States,” Arkansas Gov. Asa Hutchinson told NBC’s “Meet the Press” on Sunday. “It’s important that we accept the outcome of the election.”

After saying Trump has every right in a democracy to challenge results in court, Ohio Gov. Mike DeWine told CNN’s “State of the Union” that “it’s clear that — certainly based on what we know now — that Joe Biden is the President-elect. For the country’s sake, it’s important for a normal transition to start through.” The next morning, Trump was taunting DeWine with a seemingly menacing tweet about a primary challenge. “Who will be running for Governor of the Great State of Ohio? Will be hotly contested!”

A group of 30 former lawmakers from the GOP wrote to Trump last week, urging him to knock off his allegations of voter fraud: “We believe the statements by President Trump alleging fraud in the election are efforts to undermine the legitimacy of the election and are unacceptable.”

Trump advisers are telling CBS News that he’s already mulling a rematch in 2024. Some expect, as reported by The New York Times, that Trump could launch his third presidential bid as soon as the Electoral College certifies Biden as the winner. Doing so would avail Trump of campaign funds to cover the cost of post-White House political staff, travel and merchandising. He already has launched a political action committee to keep involved in electoral fights, win or lose. His son, Donald Trump Jr., warned potential 2024 contenders to pick up their megaphones to support Trump now.

Still, tweets and tantrums don’t win electoral votes. Lawsuits don’t necessarily help either. Trump has lost the election. He seems to know it, even if it’s taking him longer than most to accept it. Some, like John McCain in 2008, were speedy in what most political practitioners point to as the textbook concession speech, immediately urging unity for the country’s sake. Others, like Hillary Clinton in 2016, waited until the next day — and, of course, faced criticism for not giving her speech in the immediate hours after a devastating loss. Even years after the 2012 concession call between Mitt Romney and Barack Obama, there remains a dispute over the actual wording Romney used, and whether it had racial overtones.

Why Donald Trump’s Refusal to Give Biden Keys to Office Space Matters

As Joe Biden stood on stage on Saturday night and watched the drones dance overhead, spelling out B-I-D-E-N and P-R-E-S-I-D-E-N-T E-L-E-C-T, a different kind of tango was taking place here in Washington. A political appointee answerable to President Donald Trump appeared unwilling to give the next commander-in-chief the keys to basic office space as required by law.

The General Services Administration is the federal government’s de facto real-estate firm. It provides incoming administrations with the basics — like office space and computers — to make the transition between election results and Inauguration Day as easy as possible. But the current head of the GSA, a former senior aide on Capitol Hill who was appointed by Trump, has said she has not seen any certification outside of the media that Biden won, thus she has no obligation to contradict her boss, who says he has. GSA aides say they are merely following precedent set in 2000, when there was a dispute and a recount.

That means the Biden team could be without a physical base in the capital until the Electoral College votes on Dec. 14. More importantly, it suggests that staffers in the Trump Administration may not start talking to their successors until every last effort can be made by Trump to stay in power through litigation. So far, most Republicans seem unwilling to openly break with Trump and acknowledge that their former Senate colleague and the former Vice President has prevailed. Although Trump is going to be a one-term President, he still amassed 70 million votes, making him a powerful voice inside the GOP for the rest of his days.

It’s all exactly what Biden transition chairman Ted Kaufman had hoped to head off. As Biden’s longtime chief of staff, temporary replacement in the Senate and now very senior adviser, Kaufman wrote the 2010 law that prescribes for basic necessities of handing off power. Kaufman later lobbied for a follow-up version before Trump was elected to make future transitions as seamless as possible.

In a post-9/11 world, Congress agreed that transitions from one administration to the next needed to be more than social coffees and tours of cramped government buildings. For national security reasons, the outgoing administration needed to get the next administration read into what was going on internally, and part of that meant giving the new folks access to government tech and a chance to start staffing the government-in-waiting. It’s why Kaufman, who may be the best embodiment of an institutionalist as you’ll find in Washington, met so little resistance in passing his pair of bills.

 

 

Transitions between administrations have been complicated before. In 2000, a 37-day delay between Election Day and a Supreme Court ruling that gave George W. Bush the White House made things incredibly uncertain. The country’s mood was so sour that outgoing Clinton Administration aides removed the ‘W’s from their West Wing keyboards on the way out the door. The pettiness annoyed Bush so much that he personally ordered staff to cooperate with the incoming Obama team in 2008, who in turn treated the Trump team with the same respect after they won in 2016.

So, just hours after then-Sen. Barack Obama addressed an emotional crowd in Chicago’s Grant Park as the first Black candidate elected President, bureaucrats at the federal government’s de facto real estate firm processed the paperwork giving the Obama team access to 120,000 square feet of turn-key-ready office space in Downtown Washington. Separately, a team settled into office space at Chicago’s Kluczynski Federal Building as its transition offices, where Obama would hire his first Cabinet. Potential candidates were whisked into the underground garage of the building to avoid being spotted by the media.

Eight years later, Trump treated the lobby of Trump Tower in Manhattan as a red carpet of sorts for potential hires coming to interview. He paraded applicants to the front door of his Bedminster golf club. He even subjected Mitt Romney to an embarrassing meal where he unsuccessfully lobbied the President-elect for the Secretary of State gig. But when it came time for Trump to meet the outgoing president he had smeared for years, Trump still dutifully went to the White House and listened to Obama’s warning on North Korea, Iran and China.

Now, it looks like Biden isn’t even going to get a phone call, let alone a meeting. The President-elect is going to have to do his hiring via Zoom or backyard meetings at his homes in Delaware. If Trump allows them to take place, those top-secret security briefings will happen in Biden’s now-famous (or infamous) basement. The whole headache is going to make a fraught transition happening in the middle of a surging pandemic all the more difficult, hobbling it by weeks and sending more messy signals around the globe about the health of American democracy.

Bush, in a phone call and statement, wished Biden well, and urged Republicans to be grown-ups about the handover. But what’s happening two days after President-elect Biden’s victory speech is any indication of what’s to come over the weeks between now and his Inauguration, removing the Ws from White House keyboards will seem tame — even if a Congressional investigation put the price tag for the stunt at $5,000.

Then again, it’s probably not a surprise, either. As Kaufman helps his decades-long friend Biden build an administration, he’ll have to work around the very roadblocks he drafted into law to prevent. But after four years of Trump refusing to follow the most basic laws — his political convention was held at the White House, violating ethics laws — why should this be any different?

Coronavirus: Anger over US decision on foreign students' visas

Politicians and academics have criticised a decision to withdraw US visas from foreign students whose courses move fully online.

US Immigration and Customs Enforcement (ICE) said people could face deportation unless they changed to an institution with in-person tuition.

A number of US universities are considering online teaching in the new academic year due to coronavirus.

It is not clear how many people will be affected.

The Student and Exchange Visitor Programme, which is operated by ICE, had introduced a temporary exemption to allow students whose courses had moved online for the spring and summer semesters to remain in the US.

However, the exemption will not be extended into the new academic year. The decision affects students who are in the US on F-1 and M-1 visas, according to the ICE statement.

The news came on the same day that Harvard announced all course instruction would be delivered online in the new academic year, including for the limited number of students allowed to live on campus.

According to the Chronicle of Higher Education, 9% of US universities are planning to teach all their classes online in the autumn, although this could change in the coming months.

The president of Harvard University, Larry Bacow, said in a statement quoted by US media: "We are deeply concerned that the guidance issued today by US Immigration and Customs Enforcement imposes a blunt, one-size-fits-all approach to a complex problem, giving international students, particularly those in online programmes, few options beyond leaving the country or transferring schools."

He added that the decision "undermines the thoughtful approach taken on behalf of students by so many institutions, including Harvard, to plan for continuing academic programmes while balancing the health and safety challenges of the global pandemic".

"Kicking international students out of the US during a global pandemic because their colleges are moving classes online for physical distancing hurts students," said Democratic Senator Elizabeth Warren. "It's senseless, cruel, and xenophobic."

Her comments were echoed by the former US ambassador to the UN, Samantha Power, who said the decision made "no sense and [is] unworkable for most college students".

Journalist Elizabeth Spiers, who teaches at New York University, said many of her students were reliant on visas and would be unable to follow an online programme due to the time difference between the US and their home countries and other considerations.

Noah Furlonge-Walker, 20, from Trinidad, was looking forward to starting the second year of his degree at Harvard University when he heard of the decision.

The 20-year-old moved back to Trinidad in March when the Ivy League college decided that classes would move online for the remainder of the academic year. 

Mr Furlonge-Walker - who is on an F-1 visa - told the BBC: "I can't see any sense or reasoning behind this decision.

"At a time like this, when everyone is trying to get back on their feet and get back to normal, why they would do something that jeopardises everyone?"

The ruling applies to specific types of visa issued for academic study. US government figures show that last year, more than 373,000 of these visas were granted.

The US had more than one million international students doing various graduate and undergraduate programmes in 2018-19, according to the Institute of International Education (IIE). That's about 5.5% of the total student community in the country.

Out of these, nearly three-quarters were from Asia - 48% Chinese and 26% Indians.

The IIE says that, according to the US Department of Commerce, international students contributed $45bn (£36bn) to the country's economy.

New guidance on moving home - 093 202 9968

This applies to both renters and buyers. 

The law previously only allowed moving home if you had reasonable grounds for doing so at this time. 

That restriction was necessary and appropriate at the time, but we are now able to change the rules so that people are free to start looking for a new home, and builders, developers and other property professionals are supported to return to work. 

This can be done while minimising the risk of spreading the virus through continued observance of hygiene measures and social distancing. 

The government has published new guidance on moving home which you are encouraged to read in full.

It is important that everyone knows how to stay alert, contain the virus and save lives. Our success containing the virus so far has been hard fought and hard won. We must proceed with the utmost care in the next phase, and avoid undoing what we have achieved.

One of the simplest steps you can take when moving home is to wash your hands frequently and wherever possible stay at least 2 metres apart from people who are not members of your household. 

The process of finding and moving into a new home is likely to be different given the need to reduce spreading coronavirus. 

This will include doing more of the process online, such as virtual initial viewings; vacating your current property whilst other people are shown around; and ensuring your property is thoroughly cleaned before someone else moves in. 

Removal firms are able to operate, although they may need to adjust usual procedures in order to ensure moves happen as safely as possible.

Your legal representative should be able to carry out searches on your property online in order to progress your transaction and you can contact them to discuss likely timescales.

Your surveyor can undertake surveys of the property you wish to purchase, in line with health guidance. This includes surveyors only entering a property if members of the household are not showing symptoms of coronavirus or self-isolating.

We encourage all parties involved to be as flexible as possible and be prepared to reschedule moves if someone becomes ill with coronavirus or must self-isolate. 

The government introduced a temporary ban on evictions last March and this remains in place.

Changes to the planning system

The government has announced a number of changes to the planning system to help support safe construction work.

Builders will also be allowed to agree more flexible construction site working hours with their local council. This will make it easier to follow public health guidance onsite and stagger builders’ arrival times, making public transport less busy and so reducing the risk of infection.

Additionally, new regulations will allow planning authorities and developers to publicise planning applications through social media instead of having to rely on posters and letters, helping unblock the service and allowing it to support new development.

The government is also providing local councils with more flexibility to support smaller developers by allowing them to defer Community Infrastructure Levy payments.

This will help smaller developers struggling with their cashflow due to the pandemic while ensuring communities still receive funding towards local infrastructure in the longer term.

Safe Working Charter

A new Charter has been launched by the government and the Home Builders Federation, helping construction sites reopen in line with health guidance.

Construction companies signing up to the Charter commit to returning to work safely, including working with their subcontractors to develop detailed safe working practices.

The Charter enables housebuilders to make a common commitment to operate in line with safe working guidance. This helps give confidence to employees working on sites, and comfort to the public that work is being undertaken safely.

Signatories to the Charter have publicly committed to safe working practices in accordance with Government and Construction Leadership Council guidance.

The Charter is for housebuilders of all size, including small and medium-sized enterprises.

Is it better to vote early, or on Election Day?

There is, of course, no single right answer. COVID-19 is impacting everyone’s health, job and support system differently. But if you’ve decided to forgo absentee or voting by mail—or if those are not options for you in your state—here are some factors to consider.

 

 

Early voting offers some clear benefits because polling places are often less crowded than they are on Election Day. It’s an easy way to decrease your risk of exposure to COVID-19 while still voting in person. Most states are offering some form of in-person voting before Election Day this year, and many have upped the number of hours and days that polling places are open. Some states have also extended voting to weekends—which is all good news for keeping crowds in check. Early voting also acts as an insurance policy. If something unexpectedly goes wrong on Election Day—your car breaks down, the weather takes a turn—you’ve already banked your ballot.

But there can be hitches. Poll workers may still be getting used to the process have seen long lines form outside polling places in the initial days of early voting, with some voters reporting waits of up to 11 hours. Experts recommend monitoring your local polling site and heading in when the lines are short or the parking lot looks sparse. If you plan to drive to your polling place, the Centers for Disease Control and Prevention (CDC) recommends waiting in your car until the line is shorter to help reduce the spread of infection.

Voting on Election Day is hardly off the table. If you’re on the fence, waiting until the last moment gives you time to make up your mind. Or if you just enjoy the tradition of voting on the first Tuesday in November, that’s fine too. — Abigail Abrams

Can I vote if my voter registration is “inactive”?

Your registration becomes inactive if you haven’t voted in two consecutive federal elections and haven’t replied to requests verifying your address. Keep in mind that voter suppression can take many forms—physical threats, intimidating phone calls and misinformation designed to keep you from casting your ballot. Should I use a dropbox instead of mailing my ballot?

Despite the flurry of recent misinformation about mail-in voting—much of it coming from the President’s Twitter feed—election officials have repeatedly stressed that both delivery methods are safe and reliable.

Each offers pros and cons. If you’re in a rush to have your ballot reach election officials, choose an official drop box. If you deposit your ballot anytime before your state’s deadline, it will be delivered to your local elections office almost immediately. If you live in a state or county that doesn’t offer drop boxes or that offers them on a limited basis, contact your local elections office. Many states offer ballot drop-off locations, open at certain hours of the day.

Mailing a ballot via the U.S. Postal Service usually takes more time, even in the best of circumstances, and in the past few months, delivery has slowed in much of the country. But mailing a ballot is also very convenient and accessible, especially for folks who can’t easily hop in a car.

Check your state’s specific deadlines for mail-in ballots and the day they must be postmarked and received.

If you live in Mississippi or Wyoming, you can’t know, unfortunately. Will I be notified if my mail-in ballot is rejected? If so, can I fix it?

It depends on your state. By Nov. 3, more than half the states will have adopted what’s known as a “notice and cure” process, which requires election officials to tell you if your mailed ballot is invalid for some reason—for example, you forgot to sign it or you didn’t use the right envelope. Officials must then give you the opportunity to correct (“cure”) the problem.

Eighteen states had some type of “notice and cure” process in place before COVID-19, and at least 11 more are putting them in place this cycle, according to The Voting Rights Lab. In the 21 states that do not offer a statewide cure process, some counties offer their own systems. Be sure to check with your local elections office to know your options.

If you live in a state or county with a “notice and cure” process, you should receive an official notice if there’s an issue with your ballot. What that notice looks like depends on the state, and what information is on file. Some states will contact you by phone or email; others will send a letter to your physical address.

How ballots are cured also varies. Some states simply inform voters that their ballots were rejected and ask them to cast a new one. Others ask voters to provide evidence of their identity and sometimes require them to come in person to a local elections office. To be safe, voting- rights advocates recommend casting a ballot as soon as possible to provide plenty of time for any potential problems to be flagged and fixed.

Since most states allow you to track your mail or absentee ballot, advocates recommend regularly checking to see if it has been flagged. If it has, you can call your local elections office directly to see if you can either fix it or throw out that ballot and cast a new one. — Madeleine Carlisle

Why is my ballot so confusing?

Some state ballots feature jarring design choices, like extra-long columns or endless instructions. In most cases, the reason is legal. When designing ballots, election boards are often required to follow state-mandated rules on everything from the font to what languages are included. In many cases, ballots are designed so poorly that they result in people’s votes not being counted: voters skip sections or vote for someone they didn’t intend. With tens of millions of people voting by mail this year, the challenge is even greater. If you vote in person, ballot scanners will often notify you if you make a mistake. If you fill out a mail ballot, you won’t know immediately if you accidentally invalidated your vote. Election experts are particularly concerned this year with the design of a ballot in Gwinnett County, Georgia, the second-most populous county in a battleground state with two contested Senate races: a special election and a normal contest. For the special election, the ballot splits the list of candidates into two columns, which may visually suggest that voters select a candidate in each column. If they do that, their vote won’t count. What if I planned to vote in person but get sick on Nov. 3?

First things first: if you feel sick or have been in close contact with someone who may have COVID-19, you should stay home—even if you’d planned to vote in person. Medical experts say that’s a hard-and-fast rule, and it applies on Election Day too. “The risk of you infecting a poll volunteer or somebody else who’s out there voting is just not worth it,” says Dr. Marybeth Sexton, assistant professor of infectious diseases at Emory University School of Medicine. If you’re worried about falling ill on Nov. 3, or if your job makes it hard to avoid coronavirus exposure, consider casting a vote early or requesting an absentee or mail ballot. Some jurisdictions are offering curbside voting this year, which can reduce contact with others. (But remember that if you’re genuinely ill, you still pose a risk to poll workers and anyone in your car.) If the worst happens and you’re hospitalized or have another medical crisis on Election Day, at least 38 states allow emergency absentee voting. Some states, such as Minnesota and Georgia, will deliver ballots to people in the hospital. News coverage tends to focus on where things have gone wrong—long lines, power outages, broken voting machines. But election experts caution against letting those reports scare you away. In all likelihood, things will go smoothly for you.

And if they don’t, election administrators and volunteer groups are prepared for any number of problems—from polls failing to open to dysfunctional voting machines. “State and local election officials have contingency plans,” says Sarah Brannon, managing attorney for the ACLU Voting Rights Project.

What specific preparations are being made depends on your state and region. In most parts of Florida, for example, election officials are ready for hurricanes. “We’re kind of already in that mood of always having to prepare for stuff,” said Chris Anderson, the Republican supervisor of elections in Seminole County, Florida. In Northern states, election officials keep an eye out for blizzards and road closures, and election administrators in various states have prepared contingency plans in case an election needs to be conducted in the wake of a terrorist attack.

This year, local officials and attorneys general are collaborating with police on how to handle large-scale protests or gatherings of overzealous supporters that threaten to disrupt the polls. Can someone else drop off my ballot for me?

It depends on your state. Permanent laws in 26 states allow voters to designate someone else—a spouse, neighbor, caregiver, etc.—to return a ballot on their behalf, according to the National Conference of State Legislatures (NCSL). Some states have stricter rules. In Arkansas, for example, if you plan to return someone else’s ballot, you must deliver it directly to a county clerk, sign an oath and show appropriate identification, per the NCSL. In Alabama, voters must mail or return their own ballots, with only very narrow exceptions for medical emergencies. Many states have laws designed to prevent mass ballot collection, known pejoratively as “ballot harvesting,” which is when one person collects and returns multiple ballots. — Alana Abramson

What health precautions should I take to vote in-person?

With so much attention voting by mail this year, you might be wondering whether it’s even safe to vote in person. Medical experts say the level of risk depends on your personal health, the amount of COVID-19 transmission in your community, and your ability—and willingness—to follow safety precautions at the polls.

If you’re in a group that’s at high risk for severe illness from COVID-19, think about alternative options like voting by mail or curbside voting. But for low-risk people who want to vote in person, experts say it can be done safely. (Even Dr. Anthony Fauci said he plans to go in person to the polls, provided his busy schedule allows.)

If you too want to vote in person, start taking precautions now. “We should really focus on trying to drive down transmission in our communities ahead of time so that people can vote safely,” says Dr. Sexton of Emory. That means that in the days before you plan to cast a vote, you should be extra vigilant in practicing good hand hygiene, wearing a mask that covers your mouth and nose when you’re in public, staying 6 ft. away from people not in your household and refraining from attending large social gatherings. You should also consider getting a flu shot before you vote, Sexton says.

You’ll also probably want to make a voting plan. Try to go at off-peak times or during the early-voting period if your state has one. Check out the precautions your polling station has added so you know what to expect. Complete any registration forms ahead of time and bring all necessary documents to avoid delays. You can also practice filling out a sample ballot to shorten the time you spend inside.

When it’s time to vote, choose a mask that has multiple layers and fits comfortably over your nose and mouth so that you’re not tempted to touch your face to adjust it. The mask should stay on while you’re waiting to vote and the entire time you’re inside your polling place. Bring your own pen, tissues and hand sanitizer with at least 60% alcohol—and douse your hands before and after touching any voting equipment or shared surfaces, like clipboards or doorknobs. (Just don’t use sanitizer directly on a voting machine, as some electronic equipment can be damaged by disinfectants.)

The CDC also recommends not bringing children or other nonvoters, although it can be tricky to find babysitters or other caretakers, so plan ahead.

And of course, the golden rule of COVID-19: try to maintain 6 ft. of distance from other people at all times. “If you did all of those things, and you successfully distanced and everybody in the polling place was masked, you should not have had an exposure to COVID,” says Sexton. Still, if you start feeling symptoms afterward, isolate and get tested. — Abigail Abrams

What if one candidate claims victory before all of the votes are in?

Such a claim would be legally meaningless—even if the candidate is also the President of the United States. Each state’s election results must be certified by state election officials, and the results of the Electoral College must be confirmed by the

U.S. Congress before they’re official. To combat premature Election Day proclamations, consider ignoring social media and tuning out partisan outlets for 24 hours. If a candidate’s claim of victory does not match up with what state election officials or nonpartisan outlets like the Associated Press are reporting, sit back and wait. — Alana Abramson

Should I be concerned if there’s no clear winner on election night?

Nov. 3 may feel like the final minute of a contentious championship game, but just because the clock will stop doesn’t mean we’ll know who won. The chance that Election Night passes without a clear winner is higher than normal this year.

First, the good news. There are a series of deadlines carved into America’s electoral process that are designed to ensure a victor is determined before Inauguration Day on Jan. 20. By Dec. 8, states should have counted their votes and resolved court contests. Failing to meet that deadline risks Congress getting involved in disputes over the state’s chosen Electoral College members. On Dec. 14, the 538 electors convene in their states to cast their ballots. Missing this hard deadline could mean the state’s votes are not included in the tally toward 270 electoral votes, the number needed to win the White House. On Dec. 23, states are required to send these votes to Congress. On Jan. 6, the newly sworn in Congress is expected to count and certify the Electoral College votes and verify a victor.

And now for the bad news. Many election experts are concerned that states will be unable to meet some of these deadlines. As confirmed COVID-19 cases spike around the country, tens of millions of voters are opting to cast ballots by mail—which can take longer to tally. This slowdown, paired with the GOP’s legal attacks on voting by mail, raises the question of whether some states will be able to finish counting and certifying ballots in the 35 days between Nov. 3 and Dec. 8.

The way some of this year’s pandemic-era primaries unfolded isn’t exactly reassuring: in five states, election officials took more than nine days to call the winners; two congressional primaries in New York took six weeks. Patience may be paramount. — Abby Vesoulis

Trump And Biden Each Go On Offense In States They’re Trying To Flip

CARSON CITY, Nev. (AP) — President Donald Trump and Democratic rival Joe Biden went on offense over the weekend as both campaigned in states they are trying to flip during the Nov. 3 election, just over two weeks away.

Trump began his Sunday in Nevada, making a rare visit to church before a fundraiser and an evening rally in Carson City. Once considered a battleground, Nevada has not swung for a Republican presidential contender since 2004.

The rally drew thousands of supporters who sat elbow to elbow, cheering Trump and booing Biden and the press. The vast majority wore no masks to guard against the coronavirus, though cases in the state are on the rise, with more than 1,000 new infections reported Saturday. The Republican president, as he often does, warned that a Biden election would lead to further lockdowns and appeared to mock Biden for saying he would listen to scientists.

 

“He’ll listen to the scientists. If I listened totally to the scientists, we would right now have a country that would be in a massive depression,” Trump said.

Biden, a practicing Catholic, attended Mass in Delaware before campaigning in North Carolina, where a Democrat has not won in a presidential race since Barack Obama in 2008.

Both candidates are trying to make inroads in states that could help secure a path to victory, but the dynamics of the race are remarkably stable. Biden enjoys a significant advantage in national polls, while carrying a smaller edge in battleground surveys.

 

Earlier in the day, Trump sat in the front row at the nondenominational International Church of Las Vegas as the senior associate pastor, Denise Goulet, said God told her early that morning that the president would secure a second term.

“At 4:30, the Lord said to me, ‘I am going to give your president a second win,’” she said, telling Trump, “you will be the president again.”

Trump spoke briefly, saying “I love going to churches” and that it was “a great honor” to attend the service. He dropped a wad of $20 bills in the collection plate before leaving.

The message was far different in both style and substance later in the day, when Biden attended a virtual discussion with African American faith leaders from around the country.

Biden held up a rosary, which he said he carries in his pocket every day, and described it as “what the Irish call a prisoner’s rosary” since it was small enough to be smuggled into prisons.

“I happen to be a Roman Catholic,” Biden said. “I don’t pray for God to protect me. I pray to God to give me strength to see what other people are dealing with.”

Earlier, at a drive-in rally in Durham, North Carolina, Biden focused heavily on promoting criminal justice changes to combat institutional racism and promised to help build wealth in the Black community.

He noted that Trump had said at one of his rallies that the country had turned the corner on the pandemic.

“As my grandfather would say, this guy’s gone around the bend if he thinks we’ve turned the corner. Turning the corner? Things are getting worse,” Biden said.

In addition to public polling that indicates Biden has an edge, the former vice president enjoys another considerable advantage over Trump: money.

Trump raked in $12 million during a fundraiser Sunday afternoon at the Newport Beach home of top GOP donor and tech mogul Palmer Luckey, which also featured a performance by the Beach Boys.

But over the past four months, Biden has raised over $1 billion, a massive amount of money that has eclipsed Trump’s once-overwhelming cash advantage.

That’s become apparent in advertising, where Biden and his Democratic allies are on pace to spend twice as much as Trump and the Republicans in the closing days of the race, according to data from the ad tracking firm Kantar/CMAG.

Though Trump has pulled back from advertising in Midwestern states that secured his 2016 win, he’s invested heavily elsewhere, including North Carolina, where he is on pace to slightly outspend Biden in the days ahead.

In Nevada, which Trump came close to winning in 2016, Democrats are set to outspend Trump in the closing days by a more than 3-to-1 ratio.

Trump’s visit to the state is part of an aggressive schedule of campaign events, where he has leaned heavily into fear tactics.

Trump’s Carson City rally was held at an airport with a golden scrub brush-covered hill providing a dramatic backdrop. He relived fond moments from his 2016 campaign against Hillary Clinton, revisited his long-running feud with NFL players and went on an extended rant about water management policy, which he blamed for people having to “flush their toilet 15 times.”

He also added to his litany of hyperbolic attacks against Biden, claiming that, if Biden were elected, he would mandate new lockdown measures that would make Carson City “a ghost town” and “the Christmas season will be cancelled.”

As he surveyed his crowd, Trump expressed disbelief that he could possibly be tied (in fact losing, according to public polls) to Biden in the state.

“How the hell can we be tied?” he asked. “What’s going on? ... We get these massive crowds. He gets nobody.... It doesn’t make sense!” Biden has held very small and virtual events in recent months because of the ongoing pandemic.

Biden started his day with Mass in Delaware at St. Joseph’s on the Brandywine, as he does nearly every week. He and his wife, Jill, entered wearing dark-colored face masks. She carried a bunch of flowers that including pink roses.

The church is a few minutes’ drive from Biden’s home. Biden’s son Beau, who died of brain cancer in 2015, is buried in the cemetery on its grounds. Joe and Jill Biden visited the grave after the service.

Trump attends church far less often but has drawn strong support from white Evangelical leaders and frequently hosts groups of pastors at the White House. Trump often goes to the Church of Bethesda-By-The Sea near Mar-a-Lago in Florida for major holidays, including Easter, and he attended a Christmas Eve service last year at Family Church in West Palm Beach before the onset of the pandemic.

If elected, Biden would be only the second Roman Catholic president in U.S. history and first since John F. Kennedy. The former vice president speaks frequently about his faith and its importance in his life.
